POLITICS and publishing make good bedfellows. So it is only natural that Yingluck Shinawatra, Thailand’s new prime minister, is already the subject of several books rushed out since her Pheu Thai (PT) party won July’s elections. One title, “Female Knight on a White Horse”, is an Arthurian account of her journey, from political squire at the start of the campaign in May, to becoming Thailand’s first female leader. She leads a solid majority in parliament with a popular mandate and a six-party coalition to boot, quite unlike her hapless predecessor, Abhisit Vejjajiva.
Yet Ms Yingluck’s Thailand is a long way from Camelot. She inherits a slowing economy in a week of global financial panic, and takes the reins of a nation exhausted by five years of political turmoil. Her enemies are already cooking up legal reasons to dissolve PT and remove her from office. Royalist generals are digging in their heels ahead of an autumn reshuffle. Populists are prodding PT to carry out its ambitious agenda. Red-shirt activists want justice for their fallen heroes. In this section

Then there is her elder brother and PT’s de facto leader, Thaksin Shinawatra, who was ousted by a military coup in 2006. Now in effect exiled in Dubai, Mr Thaksin chose Yingluck, 44, to ride the horse, a masterstroke that puts him closer to his dream of a glorious homecoming. The last time he tried, in 2008, when another proxy party held power, it ended in disaster. He may be more patient this time. But he still expects a return on his investment. Scrutiny of Ms Yingluck’s 35-member cabinet, appointed on August 10th, has largely turned on Mr Thaksin’s role in its selection.
Investors will be cheered by the background of its economic ministers, who include former heads of the stock exchange and its regulatory agency. Other positions went to PT insiders, political veterans and coalition partners. Remarkably, no red shirts made it into the line-up. The new foreign minister, Surapong Towijakchaikul, is a surprise pick. He had served as chairman of the committee on foreign affairs, and it surely did not hurt that he married into the Shinawatra family. His first job should be to calm tensions on the Thai-Cambodian border, where Mr Thaksin’s friendship with Cambodia’s prime minister, Hun Sen, could come in handy.
Ms Yingluck insists that the buck stops with her. She says she wants to govern in a spirit of compromise, and so far has eschewed direct attacks on her political opponents. Speaking when she received the royal command on August 8th (pictured above), she said she wants to “return happiness back to our brothers and sisters.” She promised to listen to all opinions and to use feminine qualities of “strength and gentleness” to solve the nation’s problems.
Getting anywhere with her economic platform will require the gift of persuasion. PT campaigned on a pledge to raise the minimum wage to the equivalent of $10 a day and to double salaries for new civil servants. Business groups complain that such an increase—a 50% raise, on average—is impractical and would trigger lay-offs. As a sweetener, corporate taxes are to be cut from 30% to 23%. But tax cuts benefit mainly large companies, which tend to pay higher wages, not the small, family-owned firms with thinner margins.
Increased wages and the near doubling of rice subsidies, as well as infrastructure projects, will add to inflationary pressures. The Bank of Thailand has already warned that its 3.25% policy rate is too low, and most investors have priced in further rises by year-end. A recession in America could upset these calculations. But with public debt at 42% and over $200 billion in foreign reserves, Thailand can afford further stimulus. Whether this extra spending leads to real economic growth or a new distribution of wealth is another matter.
Ms Yingluck will need to mind more than just the opposition. She also has to strike a balance in her own camp, between politicians focused on the usual spoils of office and red-shirt supporters bent on retribution for last year’s mayhem in Bangkok, in which 90 people died in an army-led crackdown. Some want to put Mr Abhisit on trial. The army has ignored calls to account for its killing of unarmed protesters and bystanders. Prosecutors have shied away from the army’s offences and instead chased up red-shirted arsonists. Their attention may start to shift now that their political bosses have changed.
But Ms Yingluck appears wary of aggressive moves that could provoke a hostile army. She says she will support an independent committee set up by Mr Abhisit last year to investigate the protests and their fallout. That committee faces the nearly impossible task of attributing blame for Thailand’s worst political violence in a generation. It will struggle to make progress unless it has subpoena powers over army officers and red-shirt leaders, some of whom are now MPs.
Ms Yingluck’s caution may disappoint PT supporters. Some want her to show the door to General Prayuth Chan-ocha, the army chief, a staunch royalist who urged voters before polling day not to elect “the same people”, ie, Thaksinites. Embarrassingly, most of the army’s rank-and-file ignored his advice. The reshuffle set for October may reward pro-Thaksin officers who have been sidelined since the 2006 coup.
General Prayuth’s hawkish views reflect those of Queen Sirikit, his patron. Her destructive partisanship, particularly towards yellow-shirt protesters in 2008, has been a public-relations disaster (amply detailed in American diplomatic cables obtained by WikiLeaks). As ailing King Bhumibol, now 83 years old, fades, Sirikit increasingly resembles Empress Dowager Cixi, the reactionary ruler of the late Qing dynasty. Neither Sirikit nor her playboy son, Crown Prince Maha Vajiralongkorn, enjoys the respect given the king. As in imperial China, a privileged few appear blinded to the social changes outside the palace walls.
Most red shirts are well versed in the palace’s meddling in politics. No wonder, then, that many have concluded that the royalist elite and its enforcers stand in their way. Mr Abhisit’s premiership suffered from the perception, rightly or wrongly, that he did the bidding of this elite and cared too little about the lives of ordinary voters. Despite having enjoyed the advantages that go with incumbency, his Democrat Party failed to make headway in the countryside and received a drubbing on the national party-list vote. Yet still it re-elected Mr Abhisit, a well-spoken Old Etonian, as its leader on August 6th.
This does not bode well for a party that has now lost four straight elections to pro-Thaksin parties. In other democracies, politicians might conclude that it was time for new blood in their leadership. For the Democrats, it is also time for a less blue-blooded approach, the better to appeal to Thailand’s farmers and workers.
In chess, the king and queen are the most important pieces on the board. But knights are capable of fancy footwork. Thailand is waiting to learn what a female knight can do.

Lao PDR Government allows more foreigner companies to invest in the rubber plantation because LPDR wants to cover the issue of China and Vietnam already invested with more a million workers and now the rubber trees can produce to sell out.
Another reason, LPDR wants to shut the mouth of Lao Nork up and show the fairness to worldwide.

World Bank chief Robert Zoellick has warned in a newspaper interview of a "new and more dangerous" time in the global economy, with little breathing space in most developed countries as a debt crisis hits Europe. Zoellick said the eurozone's sovereign debt issues were more troubling than the "medium and long-term" problems which saw the United States downgraded by Standard and Poor's last week, sending global markets into panic.
"We are in the early moments of a new and different storm, it's not the same as 2008," said Zoellick, referring to the global financial crisis.
"In the past couple of weeks the world has moved from a troubled multi-speed recovery -- with emerging markets and a few economies like Australia having good growth and developed markets struggling -- to a new and more dangerous phase," he said in an interview with the Weekend Australian newspaper, published on Saturday.
People were in less debt than during the credit crunch and current events did not have the same "sudden shock" factor, but Zoellick said there was less room to manoeuvre this time around.
"Most developed countries have used up their fiscal space and monetary policy is about as loose as it can be," he said.
Zoellick said the eurozone's structure "could turn out to be the most important" challenge currently facing the world economy, with some hope for Spain and Italy but debt-crippled Greece and Portugal unable to devalue.
European Union action taken to date "fall short of what is needed", the World Bank chief said.
"The lesson of 2008 is that the later you act, the more you have to do," said Zoellick, questioning whether the troubled European nations could "ever get ahead of the problems that have plagued them."
He also urged British Prime Minister David Cameron not to be deterred from austerity measures by recent riots -- the country's worst in decades -- saying his spending cuts were "really necessary."
"My concern would be if the politics knocked them off course," Zoellick said.
Markets swung wildly this week on rumours of a French credit downgrade over the debt crisis, which started in Greece and is now fuelled by fears Spain or Italy might default, sparking a break up of the 17-nation currency.
Investors are questioning whether France and Germany, the eurozone's two largest economies, can continue to underwrite other states' debts without losing their top credit ratings and falling victim to the crisis themselves.

GRAY Associated Press BANGKOK (AP) - Despite an export ban, Vietnamese companies are smuggling logs from the once rich forests of Laos to feed a billion-dollar wood industry that turns timber into furniture for export to the Europe and the United States, an environmental group said Thursday.
The London-based Environmental Investigation Agency alleged that the Vietnamese military was heavily involved in bribing Lao officials and then trafficking the timber on a massive scale to wood processing factories in neighboring Vietnam. This was denied by the government and military.
Laos, with some of the last intact tropical forests in the region, in 1999 slapped a ban on the export of raw timber and says it is expanding its forest cover. But there are widespread reports of rampant logging, often associated with the country's mushrooming dam projects and agricultural plantations.
"Vietnam is almost annexing areas of Laos to feed its own industries. The only winners in Laos are corrupt government officials and well-connected businessmen," Julian Newman, an EIA staffer, said at a news conference. The group focuses on environmental crime worldwide.
Vietnamese Foreign Ministry spokeswoman Nguyen Phuong Nga denied the allegations.
"There is no smuggling of timber from Laos by the Vietnamese military," she said. "Vietnam pays special attention to environmental protection, strictly forbids smuggling and illegal exploitation of timber."
She said all "smuggling and illegal exploitation of timber will be strictly dealt with in accordance with Vietnamese law. The governments of Vietnam and Laos have been and will be coordinating to prevent all smuggling activities including timber smuggling."
Hanoi has acknowledged in the past that its forestry industry is unsustainable and it is currently negotiating with the European Community to certify its exported wood products as having originated from legal sources.
Vietnam, which exports some $4 billion worth of wood products, banned domestic logging in 1997.
In an undercover operation in 2010 and 2011, the group said it tracked logs in Laos obtained by three Vietnamese enterprises as they made their way across the porous border to factories in Vietnam. It estimates the enterprises yearly smuggle some 8.8 million cubic feet (250,000 cubic meters) of wood worth some $80 million.
One of the three was identified as the Vietnamese Company of Economic Cooperation, or COECCO, an enterprise run by the Vietnamese army and headquartered in the city of Vinh. The company has been in the logging business in Laos for two decades, EIA said.
But officials for the company in Vietnam said it had a license from the Lao government to import logs, obtaining them in exchange for roads and irrigation projects it has built in the country.
The company announced on its website last month the opening of bids for more than 1.2 million cubic feet (34,000 cubic meters) of logged limber imported from Laos. The officials declined to give their names, citing policy.
The Lao government, as part of its 2020 forestry strategy, says that it will "strictly implement the export ban on logs and sawn timber." The ban is covered in a 1999 law and a number of subsequent government orders.
Commenting on the military company's imports, Newman said it may have engineered a "one-off deal" because of its close ties with powerful Lao officials.
International aid agencies in Laos frequently complain that provincial power brokers often make their own business deals with foreign companies, sometimes in contravention to central government laws and regulations.
Video shot by EIA showed trucks hauling piles of logs from Laos into Vietnam and featured both Lao and Vietnamese businessmen talking about bribing Lao government officials to allow the illegal exports. EIA says its investigators posed as potential buyers.
Laos' export ban is also routinely flouted by companies supplying the wood industries of neighboring Thailand and China, EIA said.
EIA first exposed the illegal cross-border trade in 2008 and said that little has changed on the ground since, although the Vietnamese government is moving toward some kind of control.

U.S. Secretary of State Hillary Clinton came to the recent security forum of the Association of Southeast Asian Nations in Bali to say the United States intends to remain engaged in the political and economic development of the region. As part of that effort, she talked about how Washington is fostering responsible development through a $221 million U.S. assistance program in the Lower Mekong River Basin.
The money will used to fund education, environment, health and infrastructure programs in underdeveloped areas in Cambodia, Laos, Thailand, and Vietnam.
The U.S. Ambassador to ASEAN David Carden says the United States is concerned about the impact of several large hydropower projects that some environmental groups have warned could seriously affect key waterways in the region.
“The dams that are being proposed and some that have already been built have not at this juncture been fully vetted as to what their scientific impact is," he said. "And it is not only this region but indeed in the interest of the world for food security purposes, for environmental purposes, for peace and security purpose, for the development of the Lower Mekong to happen intelligently and consistent with the best science that can be brought to bear on it.”
More than 60 million people live in the Lower Mekong Basin, an area of more than 600,000 square kilometers. It is the world's largest inland fishery. Rice farmers also depend on water and sediment from the river to irrigate and fertilize their crops.
But there is growing concern that the construction of hydroelectric dams in China and plans for more dams in Laos and Cambodia could cause significant environmental and economic damage in lower Mekong countries like Vietnam.
Ambassador Carden says the U.S. assistance is broadly aimed at providing aid to help maintain peace and security in a region where there is a potential for cross border conflict.
“I think that the simple truth is, whatever any motivations anybody wants to attribute to these efforts, I think it is clearly the case that the world, not just the region, the world recognizes the need for all of us to work together to address these border-less problems,” said Carden.
But Milton Osborne, Southeast Asia analyst with Australia's Lowy Institute for International Policy says the U.S. engagement in Asia is motivated in large part by concern about China's growing influence.
“The continuing rise of China in economic terms is clearly a concern for the United States and this is one, the Mekong initiative is one of several ways the United States is making clear that it is continuing to have a broad interest in this part of the world,” said Osborne.
Osborne says the aid money does not give U.S. officials access to negotiate in any Mekong delta development negotiations, but it shows the United States is committed to play a constructive role in Asia's future.

En effet il y a de celà un certain temps, j' avais dénoncé le mensonge éhonté d'un personnage du forum ( M TOUXOUA ) qui a fait croire à toute la diaspora laotienne (via son blog ) qu' il était allé porter plainte au Tribunal Pénal International contre les hauts responsables du Laos pour crime contre l' humanité... Et lorsque sur internet, je lui ai demandé de nous donner le numéro de la plainte en question, il était bien embêté de le fournir puisque ce qu' il a déclaré avoir effectué, s' averait être un pur mensonge...

It estimates the enterprises yearly smuggle some 8.8 million cubic feet (250,000 cubic meters) of wood worth some $80 million.
One of the three was identified as the Vietnamese Company of Economic Cooperation, or COECCO, an enterprise run by the Vietnamese army and headquartered in the city of Vinh. The company has been in the logging business in Laos for two decades, EIA said.
But officials for the company in Vietnam said it had a license from the Lao government to import logs, obtaining them in exchange for roads and irrigation projects it has built in the country.
The company announced on its website last month the opening of bids for more than 1.2 million cubic feet (34,000 cubic meters) of logged limber imported from Laos. The officials declined to give their names, citing policy.
The Lao government, as part of its 2020 forestry strategy, says that it will "strictly implement the export ban on logs and sawn timber." The ban is covered in a 1999 law and a number of subsequent government orders.
Commenting on the military company's imports, Newman said it may have engineered a "one-off deal" because of its close ties with powerful Lao officials.
International aid agencies in Laos frequently complain that provincial power brokers often make their own business deals with foreign companies, sometimes in contravention to central government laws and regulations.
Video shot by EIA showed trucks hauling piles of logs from Laos into Vietnam and featured both Lao and Vietnamese businessmen talking about bribing Lao government officials to allow the illegal exports. EIA says its investigators posed as potential buyers.
Laos' export ban is also routinely flouted by companies supplying the wood industries of neighboring Thailand and China, EIA said.
EIA first exposed the illegal cross-border trade in 2008 and said that little has changed on the ground since, although the Vietnamese government is moving toward some kind of control.
"By the time the deals (with EU and others) are signed, there won't be any forests left in Laos. Vietnam needs to get its act together and move quickly," Newman said.
The report released this week says Vietnam's booming timber industry, worth $4 billion a year in exports, drives illegal logging in Laos, which has some of the last intact tropical forests in the Mekong region.

In a statement to VOA, a spokeswoman for Vietnam's Ministry of Foreign Affairs denies the country's military is involved in smuggling timber from Laos. The spokeswoman says Vietnam strictly forbids illegal timber smuggling and logging.
In 1997 Vietnam banned most domestic logging, and now imports 80 percent of its timber supplies.
The EIA report says timber imports have soared from $123 million in 2000 to over $1 billion in 2008.
Lao officials have said in recent months that they are stepping up efforts to halt the illegal timber trade. In June, Prime Minister Thongsing Thammavong issued an order to strengthen measures against illegal logging and timber smuggling.
But EIA says despite the laws, the situation is "chaotic and prone to corruption."
Forest cover in Laos has declined sharply over recent decades from over 60 percent in the 1960s to around 40 percent today.

The reason I said it was a super joke of the day is because I checked the link and there were three Hmong National Anthems on the web. The first Hmong National Anthem belonged to the Hmong Chinese in China. The second one is just a group of monkeys singing Hmong National Anthem. This one I believe was posting by the pro communist or who anti the Hmong Chaofa Movement. And the last one was the one that Mr. Seng Chidhalay posted in here. This one has no wording but just a single tune music. I believe someone posted in there along with the old Chaofa flag to make it funny.
I have followed the Chaofa movement for a long time. The word Chaofa was just a label by the LPDR. The official name for the Chaofa movement was: "the Ethnics Liberation Organization of Lao". This organization included many ethnic groups from Laos including Lao Lum, Hmong and Khamu. Way back in 1979, this organization got support by China. However, the leaders refused to accept the Chinese offer. So they joined the Anti Communist league /World League for Democracy. The leader came to Angola, Texas, and finally stationed in Thailand. The leaders got killed and the organization had been re-organized.
The Chaofa Movement is mostly active in the northern and central part of Laos. Their single mission is: "To Free Laos from the Communist Vietnam". So anyone who thinks the Chaofa movement tries to create another state in Laos is way off the mission.

Speaking Wednesday, two days ahead of the August 19 20th anniversary of the coup that ousted him, Mr. Gorbachev said Russia needs free elections and fresh leadership. The former communist party leader and Soviet president said it is imperative for the people to feel they are included in the process. He recommended restoring direct elections of governors and single-ballot elections to parliament.
Mr. Gorbachev warned against allowing Russia to be ruled by a monopoly and called for, as he put it, "a rotation in the higher ranks."
The coup anniversary comes at a time of increasing uncertainty over who will be Russia's next president after elections next year.
Mr. Gorbachev compared the United Russia party led by Prime Minister Vladimir Putin to the Soviet Communist Party. But he avoided directly criticizing Mr. Putin, crediting him with stabilizing the country after the economic problems and turmoil during Russia's first post-Soviet decade.
Mr. Putin held Russia's presidency from 2000 to 2008 before naming Mr. Medvedev as his hand-picked successor in order to comply with a constitutional ban on a third consecutive presidential term. With Mr. Medvedev elected, Mr. Putin assumed the role of prime minister, but many expect him to try to reclaim the presidency after Mr. Medvedev's term expires.

Laos: Peaceful protesters must be released immediately
Amnesty International calls on the Lao authorities to release, immediately and unconditionally nine peaceful protesters who have gone missing since their arrest on 2 November 2009. Amnesty International considers them prisoners of conscience, arrested solely for peacefully exercising their right to freedom of expression.
As international attention falls on Laos while it hosts the regional Southeast Asia Games beginning on 9 December, the government must ensure that the rights of all people in Laos are respected and protected.
The nine should never have been arrested in the first place, let alone subjected to enforced disappearance. They are at high risk of torture or other ill-treatment. The Lao authorities must make their whereabouts known immediately and guarantee their safety.
The Lao government has denied that any arrests or attempted protests have taken place.
However, according to credible sources, on 2 November 2009, Lao security forces rounded up over 300 farmers and others who were planning to submit petitions to the authorities in the capital, Vientiane. The petitions related to grievances over loss of land, and lack of economic and social support. All but nine of those detained were released after questioning.
The nine people, reportedly identified by the authorities as “leaders”, were first taken to Samkhe Prison in Vientiane, but according to information provided to Amnesty International, a special unit of the armed forces has since moved them to unknown locations.
Sources in Laos have reported that family members have not been able to contact them since they were moved from Samkhe prison. They include two women, Kingkeo and Somchit, and seven men, Soubinh, Souane, Sinpasong, Khamsone, Nou, Somkhit and Sourigna.
Information on the arrests is limited, but sources indicate that one group of petitioners were travelling from Saravan and Savannakhet in southern Laos to the capital. Security forces stopped them in the area of Pakkading, Borikhamsay province some 190 km northeast of Vientiane. Another group had traveled from the vicinity of the Nam Ngum dam, 60 km north of Vientiane. Some members of this group were stopped in Phon Hong, in Vientiane province. Another group of people were arrested in Vientiane itself.
The Lao authorities should order a prompt, independent, impartial and thorough investigation into this case. Any persons suspected of responsibility for their enforced disappearance, including those who ordered these acts, should be prosecuted, in proceedings which meet international standards of fairness. The victims should be provided with reparations. Steps should be taken on all levels to ensure that no further enforced disappearances take place.
These recent arrests and disappearances have taken place within days of the 10-year anniversary of the last known attempt to stage a public peaceful protest in Vientiane in October 1999. At least three former students arrested at that time remain imprisoned today, while one died in detention following torture by prison guards. Since then, the Lao authorities have continued to deny its citizens the rights to peaceful protest and assembly guaranteed under international human rights law.
Background
This year Laos is host for the Southeast Asian Games, a regional bi-annual sports event. The authorities have carried out meticulous preparations, but the recent arrests and enforced disappearances of peaceful petitioners risks tarnishing the occasion.
Laos ratified the International Covenant on Civil and Political Rights on 25 September 2009. This core international human rights treaty places obligations on state parties to guarantee, amongst others, the rights to freedom of expression and assembly, as well as to provide safeguards for the treatment, including detention and trial of arrested persons, in accordance with human rights standards.
Enforced disappearance is a human rights violation and a crime under international law. In addition, it violate a wide range of other human rights: the right to liberty and security of person; the right not to be subjected to torture or other cruel, inhuman or degrading treatment or punishment; the right to be recognized as a person before the law; as well as the rights to fair trial and to family life. Ultimately, it can violate the right to life, as victims of enforced disappearance are often killed.
Since the first arrests in early November, Amnesty International has received unconfirmed reports about more petitioners taken into custody in Vientiane and other provinces.

I am a Hmong-Laotian born raise and love the country of Laos as much as everyone of you.
I read many comments in this groups, most of you are accussing the Hmong take away your land to make Hmong Country but I see no one can open your mouth and say anything about the LPDR selling your country of Laos's all kind of minerals, gold, woods to foreign countries such as Vietnam, China, and many other nations, I see no one talk about them. Is it okay with you Lao people? The Hmong are the true proctetors of the Land against foreigners invasion Laos. For example, Pa Chai Vue revolted and foght against the French Taxation in 1918-1920; the Hmong rescused the Kings many times because Lao people will kill them. During the Vietnam War in laos, Hmong in both sideand ( those who pro LPDR and those pro-American) were fighting shoulder-to-shoulder with their Laotians patriots.
After 1975, the LPDR were continue hunting and killing those people who pro- CIA (American Side) these groups are notonly the Hmong People. There are almost all of our Laotians Multi-Ethnic groups. They see that Vietnam take away the Southern Part of Laos and the Chinese take away the Nothern part of Laos. Leave the Hmong and other ethnic who disagree with the LPDR ill government (Ditactor communist regime) have no place to run but hiding themselves in the So-Called "Special Zones" around the Phou Bia mountain. They were not the one who called the Hmong Country but it was the LPDR called the "Hmong Chao Fa Country". The LPDR make a big blaming on the Hmong so (LPDR) Laos and Vietnam can sign their 25 years Military Cooperation to eliminated all the Hmong in Laos in 1977 and extend another 15 years of Laos-Vietnam Military Collaboration in 2002 and still up-today.
Now, there are more than two millions Vietnamese and Chinese people live and working as construction, tree plantation workers, farmers and trade or do business in Laos without visa or other word come and no date to return. In Laos today, our laotians people are forcing to move out of their villages because LPDR sell or lease our Laotions Lands to Vietnam and China and other foreingners people for 99 years. What do you Lao people have to say about this? This the real Vietnamese Western Province, Isn't it? Why not the Hmong can claims thei our land?

I accepted the invitation and will talk about Acharn SorSengsirivanh inspirational efforts and his two top popular songs, "Kert Ben Xaai Xaai Xaat Seua Torng Wai Laai = Born To Be a Male Must Leave a Striped Trail and Bor Leuam Wiangjan = Not Forgeting Vientiane" which have been deeply planted in my heart since my child hood. The reason they have been in the bottom of my heart for such so long is because they are reminding and keeping us not to forget Vientiane, the Capital of Laos, but remember to do some things for keeping her on the surface of the earth forever.
Believe me, no one loves Laos and Laotians as much as the multi-ethnic Laotians. I am so proud to be born in Laos that flew me over the oceans to the U.S, the land of freedom and opportunity. I am so happy in the U.S, but my heart always long to do some things for maintianing the good relationship between the U.S and Lao PDR. This way, Laos will have the U.S to be her friend for protection and advancements into the long lasting future.

There was no such thing as a Special Palace in Long Cheng. It was just a guest house. I was there at the time. My house was just about 1/2 kilometer from that guest house. I used to go inside that guest house and it just looked like a meeting room. Nothing so special there.
The King was invited to Long Cheng many times. I was a student at the time. I still remembered lining up to greet the King at the Long Cheng airport.
There were many rumors about this subject but I can assure that it was not true. There might be some ill mind people that make this subject a big blow. But I can assure you that there was no such plan before 1975. In fact, the Hmongs had saved the King many times. The very last time was in 1977. We were very sorry that our Hmong soldiers were unable to reach Louang Prabang to resue the King before the sun rise. The trucks were "Dead" half way. In June 1972, after my education in France where I had received my Ph.D. in social science at the Sorbonne, University of Paris, I returned to Laos where I worked, from July 1972 to March 1974, as Director of the Human Resources Department in the Ministry of Planning of the Royal Lao Government. After the Vientiane Peace Accords of February 1973, I was appointed by His Majesty King Sisavang Vatthana as a member of the National Political Consultative Council of the late Kingdom of Laos from April 1974 to May 1975 when, like hundreds of thousands of Laotians of all ethnic backgrounds, I was forced by the international military and political circumstances in Southeast Asia to leave my county to take the road of exile. Today I am a US citizen and a retired faculty member of the University of Minnesota, U.S.A.
Throughout my life, I have tried to study the contemporary history of Laos and I have more or less closely followed the social and political evolution of our Laotian people of multi-ethnic groups since World War II up to now. There were NO such Hmong leaders who had attempted to create a “Hmong nation” within the nation of Laos. However, I have to admit that, today, there are some unconscious and frustrated ethnic Hmong who dream of building a “Hmong Nation” as well as there were some ethnic discrimination minded Lao people who did not admit that the “Meo”, the “Kha”, the “Yao”, etc… were part of the Laotian Nation. The unjust arrest of the Khmou notables by the provincial authorities of Luang Prabang in 1948 is an example, followed by the “Affairs of Tougeu Lyfoung” who was forced to temporarily resign his office of Director General of the Ministry of Justice by a fanatic group of Lao government officials who wrote, on October 29, 1964, that “The Meo have no right to work as officials of the Ministry of Justice. They are foreigners. Living in the mountains, they are too ignorant to work with the Lao. To be worthy of the name, Laos must be ruled and governed by the Lao”. In my doctoral thesis: “Les Difficultes du developpement eonomique et social des populations Hmong du Laos” (University of Paris in April 1972), which was published in a book entitled “Hmong at the Turning Point” in Minneapolis, MN, in 1993, I have called all the Laotian ethnic groups to work together for national unity and solidarity and for social and economic progress, because they are born and called to live in the same community of destiny: nation of Laos.
Therefore, considering the geopolitical evolution of the world, I urge all of you who are all Laotians from diverse ethnic backgrounds and, today, scattered all over the world, to crystallize all our efforts and energies, resources and knowledge into an international force to work together toward National Reconciliation, Peace and Development for our multi-ethnic Laotian people living inside and outside the country of Laos. Thailand's opposition MPs are set to scrutinise the Pheu Thai-led government's policies during the upcoming House sessions on Tuesday and Wednesday.

Thailand's opposition MPs are set to scrutinise the Pheu Thai-led government's economic and other policies during the upcoming House sessions on Tuesday and Wednesday.
Jurin Laksanavisit, a key figure in the Democrat Party and chief opposition whip, said some important details of the policy statement prepared by the new government were not consistent with the Pheu Thai Party's election promises.
For example, Pheu Thai pledged during the election campaign that it would raise the daily minimum wage to 300 baht (US$10) nationwide from the current 152 baht-220 baht (US$5-US$7) per day.
However, its policy statement does not use the word, "minimum wage". Instead, the term, "income" is used, raising doubt whether the new government will strictly keep its election promise.
In Thailand, the minimum wage is legally enforceable and determined by a tripartite committee, consisting of government, employer and employee representatives.
Jurin said another Pheu Thai Party election promise was to guarantee a starting monthly salary of 15,000 baht (US$495) to new college graduates. However, the policy statement does not use the term, "salary", but "income".
"Income" is a broader term that may include other allowances such as for food, housing and other items.
Jurin said the Opposition would also focus on how the government plans to finance the election promises and where the needed funds will come from.
Thai Prime Minister Yingluck Shinawatra and her Cabinet are scheduled to deliver the policy statement to Parliament on Tuesday and Wednesday.
After the policies are examined by opposition MPs and senators, the Yingluck Cabinet can officially start their work.
Yingluck said she was ready to clarify to Parliament but it depended on the issues whether she would clarify them herself or let a minister do it.
Regarding the criticism that Pheu Thai had put many conditions on its policies as excuses not to implement them, Yingluck said, "They are not conditions but implementation guidelines. Everything that we promised in the election campaign is in the policies.
"The government is ready to clarify but please wait and listen on that day." said Yinluck. Asked whether the government was ready to start the policy implementation according to the time frame given during the election campaign, Yingluck said, "It is so, in general. In practice, we cannot identify the date, as some issues are involved with the market and overall circumstances. We will announce when the time comes."
Pheu Thai leader Yongyuth Wichaidit said Thai government would follow what it said during the campaign.
Asked whether some changes, such as the 300 baht (US$10) wage, would be available only in some provinces, Yongyuth said, "This is about implementation. How the principle of the daily wage will be in practice must depend on the people who implement that, too."
Pheu Thai spokesman Prompong Nopparit said the party's MPs would meet tomorrow to assign 20 MPs who took part in drafting the policies to speak, in addition to Yingluck. Another 30 MPs will be assigned to stop the Opposition from obstructing the policy declaration or asking irrelevant questions.
The opposition Democrat Party's former ministers will be advisers for teams of speakers to scrutinise the government's policies.
Former Thai deputy prime minister Suthep Thaugsuban will help the team working on politics and security while other teams will work on the economy, social issues and foreign affairs.
The Opposition will have 11 hours to debate the government's plans. Forty Democrat speakers are expected to take the floor, while the party's quota is eight hours and 50 minutes.
Sixty MPs have proposed to speak, so the opposition whip will meet again tomorrow to decide on content and speakers, Jurin said.

La Chine représente une menace rouge pour les américains, avant la fin du 2eme guerre mondiale, le général Mc Arthur suggéra d'aller jusqu'au Beijing. Heureusement le président Harry Truman le limogea avant qu'il fut trop tard. La guerre du Vietnam, les forces Hmongs, la Thailande, le Laos etc...Tous furent des éléments de calcul pour parer l'expansion communiste des Chinois.
A l'heure actuelle, la Chine reste toujours une menace, pour les américains et aussi pour les vietnamiens. Ce n'est pas parce que les chinois soient mal aimés mais c'est toujours la faute des calculs mathématiques sur le danger chinois. Les américains et les vietnamiens convergent cette fois sur le même objectif: la chine. Le Laos sous domination vietnamienne est oublié car le calcul opérationelle suggère plus d'importance au vietnam qui détient le quasi total du contrôle sur ce pays.
Après Giap on peut prévoir une base américaine quelque part au vietnam. C'est aussi une victoire des viets du Sud.

A cette occasion les dirigeants Hmongs ont profité la présence de USA pour renforcer leur force armée ,et cette fois ci ils sont obligé de partir l'arme à la main avec les américains , j'espère qu'ils ont enfin trouvé leur ancrage pour leur future génération. C'est très marrant. Maintenant j'ai trois opinions à digérer, des trois docteurs. Mais d'après les premiers pages j'ai déjà penché vers le docteur en médecine. Vous êtes très fort Dr Ouane, ce document me paraît très convaincant parmi tant d'autres.
Mais il faut aussi comprendre les calculs stratégiques, ce que nous avons appris sur les recherches opérationelles.
La Chine représente une menace rouge pour les américains, avant la fin du 2eme guerre mondiale, le général Mc Arthur suggéra d'aller jusqu'au Beijing. Heureusement le président Harry Truman le limogea avant qu'il fut trop tard. La guerre du Vietnam, les forces Hmongs, la Thailande, le Laos etc...Tous furent des éléments de calcul pour parer l'expansion communiste des Chinois.
A l'heure actuelle, la Chine reste toujours une menace, pour les américains et aussi pour les vietnamiens. Ce n'est pas parce que les chinois soient mal aimés mais c'est toujours la faute des calculs mathématiques sur le danger chinois. Les américains et les vietnamiens convergent cette fois sur le même objectif: la chine. Le Laos sous domination vietnamienne est oublié car le calcul opérationelle suggère plus d'importance au vietnam qui détient le quasi total du contrôle sur ce pays.

Bonjour à tous, LKP et Dr Yang Dao ont bien disserté sur le Laos multi-ethnique , Le Laos est un territoire peu peuplé , les dirigeants Hmongs ont ils vraiment fait les efforts pour d' intégration dansle Royaume du Laos ou ont ils tout simplement profité de l'opportunité des troubles au Laos pour faire de ce pays leur territoire ,car avec leurs participations actives à aider les colonialistes à dominer et diriger ce pays souvent contre l'avis de ceux qui luttent pour sortir de ces mains mises occidentales. LAO NATIONAL COUNCIL FOR DEMOCRACY C O M M U N I Q U E
On the occasion of the 38th Anniversary of the Accord of Vientiane ( 21.02.1973 - 21.02.2011).
The Vientiane’s Accord of the 21st February 1973 on the agreement for the restoration of peace and the national concord signed in Vientiane , which should hold general elections , the withdraw of the foreign troops , the cease fire, the release of the political prisoners and the formation of a national government....
But, unfortunately , this Accord was abolished following the « coup d’etat » perpetrated by the « Pathet Lao » communists helpped by the Vietnamese communist Party, December 02 1975, the date of the instauration of the dictatorship maxist-leninist in Laos and the country’s transformation in « Lao People’s Democratic Republic » ; the Lao people has become a people « without rights , without voice and without hope », and more than 120 000 people arrested and sent in the camps of rehabilitation or gulag ; 500 000 persons on a population of 4 million inhabitants have fled their country ; there were 90 000 dead or disappeared, those who died by the repression, in the camps, in the prisons, in crossing the Mekong river, by starvation and by torture, leaving behind them thousands of widows and orphans.
Now as the world situation knows deep political changes, the Laos remains fundamentally a stalinist dictatorship where the single Party (Lao People’s Revolutionary Party) is undividedly governs the country under a totalitarian regime and where humain rights are violated, the prisoners of opinion remain always incarcerated without judgement and inhumanely treated , and where its inhabitants have sunken in the misery and that the democratic expressions are meet with many obstacles, such that education has degraded and the social and cultural values are worn down by a rampant mercantilism.
Face to the aggravating situation of this country on the political as well as economic and social of views characterized by :
1-the absence of fundamental liberties, human rights violations, and religions and ethnic conflicts are in ebullition, are growing insecurity, fear and terror ;
2-the presence of more and more numerous and uncontrolled colonists and vietnamese soldiers on the national territory by virtue of the said Treaty of vassalage signed in july 1977 between the Lao PDR and the Viêtnam socialist Republic ;
3-the generalized misery (overspread) from North to South of the country and the upsurge of the slum areas around the agglomerations with a rising growth of night-clubs and prostitution as the most unprecedented corruption in Laos’ history, nurtured and maintained by the present regime, which still believes in marxist-leninist.
The Lao National Council for Democracy launches appeal to all govenments, the international organisations, the political personnalities , the women and the men of good will who cherish liberty and judtice, to support the Lao people in struggle for liberty and to request them to intervene with the Lao communist autorities so that the political prisoners be liberated, human rights be respected, and the profound reforms be carried out without delay.
With force of conviction, the Lao National Council for Democracy ; organisation composed of the democratic forces and the representatives of the Opposition to all forms of dictatorshipn in the struggle for liberty, democracy, reconciliation and human rights, claims vigourously :
1-the cessation of all exactions and arbitrary arrests committed against the patriots with claims freedom, democracy and political reforms,
2-the release without conditions of the prisoners of opinion incarcerated without judgement and inhumanly treated and this, without any reprisals ,
3-the total withdrawal without any condition of the viêtnamese forces from Laos under the control of U N O ,
4-the organization of a constructive dialogue in the form of a « round table » between the Government of Vientiane and the Representatives of the Lao Movement abroad, anxious to participate in the reconstruction of their native country in a State of law ,
5-that Laos remains the fatherland of the Lao of all edges, including those have adopted the nationality of their host country,
6-the cancellation all the treaties tied to foreign governments wich have not been concluded as equal terms , in particular with the neighbouring countries, and which undermine the national sovereignty ,
7-the free elections of universal suffrage with the participation of all the political formations inside and outside of the country under international supervision,
8-the edification of a political regime really democratic and liberal , refleting the most profond aspirations of the Lao people by Referendum. Such are the bases and the conditions wich would allow us hope for, on both sides, engaging a constructive dialogue, frank and sincère in view of a fraternal understanding, erasing the yersterday of hatred and thus bringing back the serenity and happiness in the heart of all Lao who are aspiring to only reconstruct their unity for the future of their children in the State of the rule of law.
Dear Compatriots inside and outside the Country !
We are heroïc people having the traditions of union , close-up together, tighter under the flag of the Lao Patriotism in order to concretize our peacefully action ; propitious time has come for gathering together the compatriots of all edges and had just reconstituted our great Lao family. Dear all, Our heritage flag celebration this year in Lowell, Massachusetts, had passed with the leadership of Royal Lao government in Exile (RLGE) which the leaders of Lao-American community of Lowell had conceded with being unanimous. We RLGE had been performing celibration before the front of city Hall as the leaders for annual celebration 2011. And Mrs.Reta Marcia, the Massachusetts's State representative for her part made speeches very vigorously in what she said she was very proud to have RLGE join ceremony with a big team, the Deputy Prime Minister in genaral affairs, General Phine Sayarad, the Deputy Prime Minister for Treasury H.E Xom Vorasane , the Deputy Prime Minister for Ethnic Unity and Solidarity, Gen. Thongsoune Phouthama,the Deputy Minister for Public Relation and Propaganda H.E Bounheuang Manivong and the Deputy Prime Minister for French and Eurpopean Affairs, H.E Bounheng Bouapha ( with his companion Mr.Bouakeo Phengphachanh Deputy Minister for Foreign affairs to European region. During the ceremony, Gen.Phiane Sayarad made a speech after he was invited by Mrs. Reta Marcia and following with our reporters interviewing Mrs Reta and H.E bounheng Bouapha from Europe which in there he was talking about Lao political movements in Europpean Region. And in a special move in this ceremony we changed back the heritage flag Cerebration into the Lao Flag of Royal Lao Kingdom flag Celebration.
After the Lao flag celeration with a beautiful parade in the morning time of August 13th ,then RLGE had performed the annual meeting from 1:30 PM until 7 'clock and continued to the day of 14th and 15th. Fresh Fighting in Tripoli as Gadhafi Son Refutes Rebel ControlPosted Tuesday, August 23rd, 2011 at 6:55 am Fresh fighting has broken out in the Libyan capital, Tripoli, hours after the son and one-time heir apparent of Libyan leader Moammar Gadhafi, Seif al-Islam, defiantly appeared in the city saying his father's government was still in control.
Heavy fighting took place Tuesday near Mr. Gadhafi's Bab al-Aziziya compound as gunfire and explosions shook several parts of the city, which the rebels claim to have mostly under their control.
Seif al-Islam presented himself to foreign journalists confined to the Gadhafi-controlled Rixos Hotel, despite earlier claims by opposition leaders that he was in rebel hands. He then led a convoy through loyalist areas, where television footage showed him pumping his fists in the air as supporters cheered him.
The International Criminal Court on Tuesday disputed reports that it had confirmed Seif al-Islam's detention, saying the court never received official word from the opposition Transitional National Council.
Senior rebel sources also said another of Mr. Gadhafi's sons – Mohammed – escaped house arrest Monday. A third son is apparently still in detention, and Mr. Gadhafi's whereabouts are not known.
The head of the opposition council, Mustafa Abdel Jalil, said Mr. Gadhafi will receive a fair trial if captured and that the “real moment of victory” will be when he is taken into custody.
Jalil acknowledged that the rebels have yet to establish full control in Tripoli, where forces loyal to Mr. Gadhafi have battled rebels in scattered pockets. Opposition fighters say pro-government forces still hold 10-15 percent of the capital, including the Bab al-Aziziya compound.
Meanwhile, the International Organization for Migration said Tuesday the fighting in Tripoli has forced it to delay docking a boat to begin evacuating stranded migrants. The group says the boat, which can carry 300 people, will remain off shore until the security situation improves.
Libyan state television remained off the air late Monday amid reports that rebels seized what had become a key instrument of government propaganda.
In addition to parts of Tripoli, pro-government forces also control at least two major cities affiliated with his tribe – Sabha, to the south, and Sirte, some 450 kilometers east of capital along the coast. NATO says government forces fired three Scud missiles toward the city of Misrata. No injuries were reported.
The rebels broke through Tripoli's outer defenses Sunday and reached the city's central Green Square, where thousands celebrated the opposition's arrival. Jubilant Libyans in the square, which the rebels have renamed Martyrs Square, tore down posters of Mr. Gadhafi and stomped on them. Until recently, the government had used the area for mass demonstrations in support of Mr. Gadhafi.
The rebel troops moved into central Tripoli with little resistance after capturing a key military base run by the government's elite Khamis Brigade and commanded by another of Mr. Gadhafi's sons.
On Sunday, Libyan state television broadcast a series of defiant audio messages from Mr. Gadhafi. The Libyan leader said he would stay in the capital “until the end” to defend the city and called on supporters to help liberate it.
Mr. Gadhafi has seen the areas under his control shrink significantly in recent weeks as rebels advanced on Tripoli after six months of fighting to end his four-decade long rule. NATO warplanes have been supporting the rebels by bombing pro-Gadhafi forces under a U.N. Security Council resolution authorizing military action to protect Libyan civilians from government attacks.

Thank you for e-mail, Yes I remember, but it so long keep in touch you, any way I am doing good in Laos, the Boten Casino was shutdown because they chang new owner project they will confirm to do again or not I ready don't know, but my business there is Roulete machines and slot machines are still running I have 12 persons work for me in the Boten, but the Savan Vegas casino need me to do Public Relation for them and pay me good salary, so I moved to work for them at the head office at Lao Plaza Hotel one month already, if you have time to come to Lao please stop by me OK. The man killed Tuesday night by a hit-and-run driver in Minneapolis had survived post-Vietnam War turmoil in Laos as a child to become a respected chef at True Thai Restaurant in Minneapolis.
Owner Anna Prasomphol Fieser said Anousone Phanthavong, 38, of Roseville died less than a mile from the kitchen he had worked in since November 2002. He was on his way to the restaurant to get gas money when he was hit by a motorist on the off ramp from westbound Interstate 94 to Riverside Avenue.
The Minnesota State Patrol said Phanthavong had pulled off to the side of the ramp to fill his car's gas tank when a vehicle - possibly a late-model Mercedes-Benz SUV - struck and killed him about 11 p.m. A spokesman described the suspect vehicle as a 2007-2011 Mercedes ML 320, ML 350, ML 500 or ML 63. Investigators were still trying to track down the SUV on Wednesday afternoon.
"He loved True Thai so much. True Thai is his life," Fieser said. She described him as the soul of the restaurant.
On her restaurant blog, Fieser wrote that the chef was separated from his parents as a child in Laos but reunited with them in the United States.
He started working at the Franklin Avenue restaurant shortly after it opened in 2002 and quickly earned the spot accolades from local media.
Through it all, Fieser wrote, the chef relied on his Theravada Buddhist beliefs to help him through "many difficulties and challenges in his life."
A search of jail and court records shows that Advertisement Phanthavong had a felony conviction in Ramsey County for theft in 2001 as well as multiple arrests for theft and possession of drug paraphernalia dating back to 2000. His last conviction was for misdemeanor traffic violations in mid-2009.
While he had won awards for the restaurant over the years - including one from the government of Thailand - one of his biggest orders came during U2's late-July stop at TCF Bank Stadium in Minneapolis.
The day of the concert, U2's manager stopped in the restaurant and asked if True Thai could cook for the band and its entourage, Prasomphol Fieser said. The manager insisted that the owner cook the meal of Bono, U2's lead singer.
Instead, Prasomphol Fieser said, Phanthavong cooked the order of red curry Pad Thai for the singer while she supervised.
Funeral arrangements are pending.
The off ramp where Phanthavong died was less than a mile from True Thai.
"Because he died so close to our restaurant, I know that his spirit will be watching over us just as he watched over our kitchen these last nine years," Prasomphol Fieser wrote.

Gadhafi Urges Residents to Clear Tripoli of RebelsPosted Wednesday, August 24th, 2011 at 6:20 am Libyan leader Moammar Gadhafi has urged residents of the capital, Tripoli, to clear the city of rebels, after the opposition fighters overran his compound, taking weapons, television sets and souvenirs from the site.
In a message broadcast Wednesday, Mr. Gadhafi also said he had discreetly gone out in Tripoli without being seen, but did not say when that occurred.
A pro-government television channel quoted Mr. Gadhafi earlier as saying he had retreated from the Bab al-Aziziya compound in a “tactical move” after dozens of NATO strikes there. Al-Rai TV reported Wednesday that Mr. Gadhafi addressed Libyans on a local radio station, saying he vowed martyrdom or victory in his fight against what he called NATO aggression.
Residents in Tripoli celebrated early Wednesday after the rebels stormed the Bab al-Aziziya compound, despite finding no sign of the embattled leader or his family.
The raid came after three days of fighting in Tripoli that the head of the rebel Transitional National Council, Mustafa Abdel Jalil, said had left more than 400 people killed and 2,000 wounded. He did not specify whether he was talking of both sides.
Jalil also told France-24 Television that some 600 pro-Gadhafi fighters had been captured but that the battle would not be over until the Libyan leader himself was a prisoner. Tripoli's new rebel military chief, Abdel-Hakim Belhaj, said late Tuesday that a small area of the vast Gadhafi compound was still under government control.
The rebels' de-facto prime minister, Mahmoud Jibril, is set to meet Wednesday in Paris with French President Nicolas Sarkozy, whose office said the two will discuss the situation in Libya and international efforts to support a political transition.
Gun battles flared across the capital Tuesday as pro-Gadhafi fighters blockaded foreign journalists in their hotel. Meanwhile, residents in the Libyan port city of Zuara, near the Tunisian border, said loyalist forces continued to pound the town with mortars and rockets.
U.S. officials in Washington said Tuesday they believe Mr. Gadhafi is still in Libya. In New York, Libya's Deputy U.N. Ambassador, Ibrahim Dabbashi, told reporters he expects Tripoli to be completely liberated within the next three days.
Meanwhile, Libyan rebels say they also have taken control of the eastern oil port of Ras Lanuf Tuesday. The major oil port is east on the road to Mr. Gadhafi's hometown of Sirte.

The spokesman Colonel Roland Lavoie added that NATO forces are not specifically targeting Mr. Gadhafi, but that the alliance will strike “wherever is necessary” in Libya to protect civilians.

August) at both expert and permanent representative level. However, it is still unclear if Russia will attend. It
had earlier indicated it needed instructions from Moscow before it could begin negotiations.
The draft sanctions resolution, which is supported by the European members of the Council and the US, calls
for the freezing of assets of President Bashar al-Asad and 22 key Syrian figures plus four entities as well as a
travel ban on 22 individuals. It also includes an arms embargo, sets up a new sanctions committee and requests
the Secretary-General to create a panel of experts to support the work of the new sanctions committee.
The resolution notes the Human Rights Council’s recommendation that the Security Council consider referring
the situation in Syria to the ICC and welcomes its decision to send an independent international commission of
inquiry to investigate all alleged violations of international human rights law since March 2011.
It seems that Russia feels that sanctions are not the right approach at the moment and that instead dialogue
should be pursued. This appears to be a view shared by China which has stressed that Syria needs to decide its
own future. South Africa and India also seem to have some concerns. India abstained and China and Russia
voted against the Human Rights Council resolution on Monday calling for a commission of inquiry into the
violence by the Syrian government.
It seems that some Council members are inclined to put the resolution to a vote if there is a clear majority,
risking possible vetoes from China and Russia. (For the resolution to pass a majority of nine members or more

Restrictions on Religious Freedom
Throughout the country religious practice was restrained by official rules and policies that allowed religious groups to practice their faith only under circumscribed conditions. However, the government structure is relatively decentralized, and central government control over provincial and district governments remained limited. As a result the government's tolerance of religion varied by region and by religion. Some local officials were unaware of central government policies on topics such as religious tolerance due to the incomplete dissemination and application of existing laws and regulations and, when aware of the laws, sometimes failed to implement them. The LFNC at times visited areas where religious persecution had taken place to instruct local officials on government policy and regulation. More often, however, the LFNC's Religious Affairs Department encouraged local or provincial governments to resolve conflicts on their own and in accordance with Decree 92.
Minority religious leaders saw a continued need for training of provincial, district, and local officials to help them better understand Decree 92; some called for amending or redrafting the decree to make its language more clear and its enforcement more consistent.
Protestant groups that wanted to be recognized as separate from the LEC continued to be the targets of restrictions, and authorities in several provinces have insisted that independent congregations must join the LEC. However, in some areas unauthorized churches generally were allowed to conduct services without hindrance by local authorities. Within the LEC some congregations sought greater independence and forged their own connections with Protestant groups abroad.
For a number of years, Methodists have consistently sought to register with the LFNC as a separate denomination. The LFNC has considered their application, but has yet to decide on it.
Between 1999 and 2001, local authorities closed approximately 20 of Vientiane Province's 60 LEC churches, as well as some churches in Savannakhet. Beginning in 2002 most of the Vientiane churches were allowed to reopen. However, in Savannakhet Province officials in several districts did not allow local congregations, despite requests, to reopen as many as six of the province's approximately 40 churches, and they remained closed at the end of the reporting period. Despite requests that a church building in Dong Nong Khun Village, which local officials confiscated in 2000, be returned to its congregation, Savannakhet provincial officials stated that the number of Protestants in the village was not sufficient to warrant having a church, although local Protestants claimed more than 120 worshippers.
As many as 200 of the LEC's nearly 400 congregations throughout the country did not have permanent church structures and conducted worship services in members' homes. Since the 2002 promulgation of Decree 92, officials from the LFNC's Religious Affairs Department have stated that home churches should be replaced with designated church structures whenever possible. However, most Christian communities have been unable to obtain permission to build new churches, although group worship in homes is considered illegal by local authorities in many areas. Religious organization representatives pointed out that the building permit process begins at the local level and then requires provincial permission; they claimed the multiple layers of permission necessary were being used, beginning with local officials, to block the construction of new churches. No new LEC churches were permitted to register officially during the reporting period. In a few cases, villages allowed construction of new church buildings without prior official permission from higher-level authorities; however, problems occurred when district or provincial officials became aware of the "illegal" construction. Home churches thus remained the only viable place of worship for many LEC congregations.
Baha'i spiritual assemblies in Vientiane, Savannakhet, and Champasak cities generally practiced without hindrance, and Baha'i groups faced fewer restrictions from local authorities than in the past. However, some Baha'i practices require activities inside houses, and these activities have been the target of harassment by some local officials. While cooperation from provincial-level authorities in Savannakhet Province was quite good, local police in some areas of the province continued to place restrictions on the religious activities of smaller Baha'i communities.
During the reporting period, there were reports of official interference with or denial of permission to hold normal religious celebrations in churches. In November police in Vientiane Municipality told three churches to cease holding services until the Southeast Asian Games ended in December. There were reports that Protestants in some villages were not allowed to hold Christian celebrations in their homes, thus restricting Protestant activities to church buildings only. This restriction was particularly problematic for Protestants who had not been given approval to build church structures in their villages.
Longstanding restrictions on the Catholic Church's operations in the north resulted in the continued existence of only a handful of small congregations in Luang Prabang, Sayaboury, Bokeo, and Luang Namtha Provinces as well as some village communities in Vientiane Province. Catholics in these areas sporadically held services in homes. There were no ordained Catholic priests in the north, and pastoral visits from Vientiane were intermittent. However, there were signs during the reporting period that the government was continuing to ease its control over the Catholic community in the north.
Several Catholic Church properties, including a school in Vientiane Municipality, were seized by the government after 1975 and have not been returned, nor has the government provided restitution.
The government strictly prohibited foreigners from proselytizing, although it permitted foreign NGOs with religious affiliations to work in the country. Although Decree 92 permits proselytizing by religious practitioners provided they obtain permission from the LFNC, the LFNC did not grant such permission; persons found evangelizing risked harassment or arrest. In previous reporting periods, authorities arrested and expelled foreigners attempting to proselytize, but there were no such instances during the reporting period.
The government permitted the printing, import, and distribution of Buddhist religious material.
Although Decree 92 authorizes the printing and importation of non-Buddhist religious texts from abroad, it also required permission for such activities from the LFNC. While in practice some groups were able to print their own religious materials, Baha'i and Christian groups faced challenges. The government did not allow the printing of Bibles, and special permission was required for their importation for distribution. Authorities occasionally seized religious tracts and teaching materials from Protestants entering the country from abroad, including at the Lao-Thai Friendship Bridge, and fined those carrying the materials. However, there were no reports of arrests associated with these confiscations. Several non-Christian groups indicated that they were not restricted in bringing religious materials into the country.
Identity cards did not specify religion, nor did family "household registers" or passports, two other important forms of identification. On occasion local officials denied educational benefits to the children of Protestants because of their religious beliefs.
