"There’s whole set areas under this decree where the NPA would have to have prior approval, so for instance in order to receive fund donations you have to get approval for those funds of donations to be given. you have to have permission to interact or cooperate with the international organizations or foreign entities and you obliged to operate in accordance with the party’s policies."
