Russia, Laos move towards strategic partnership

A high ranking delegation of the Lao PDR led by President Choummaly Sayasone arrived in Moscow on 12 October, starting his official working visit to the Russia on October 12-16 at the invitation of Dmitry Medvedev, President of Russia.

During the meeting held on 13 October, the two leaders have reviewed the traditional friendship relation and cooperation between Laos and Russia made in the past few years. They also agreed to further extend their bilateral and multilateral co-operations.

In order to promote the friendship relation and co-operation of the two countries in the new century, the Russian President Dmitry Medvedev and his Lao counterpart Choummaly Sayasone signed a declaration on strategic partnership between the two countries in Moscow.

The main topic at the talk of the two leaders was the relation and co-operation in the fields of education, tourism, public health, energy, mining and national defence and security. The Russian side has announced its support for the UXO project in Laos. President Choummaly Sayasone has welcomed the proposal of Russia to improve the Russian Cultural center in Vientiane.

Concerning the multilateral cooperation, the leaders of the two countries has affirmed to their readiness to encourage the relation and cooperation in the Asia-Pacific and international frameworks, aiming to create a number of facilities for social-economic development of their countries and contributing to protect peace, stability and security in the region and in the world.

In this idea, the Lao side supported the Russian activities in the regional and international stages. While the Russian side also congratulated Lao activities in regional and international stages, especially the preparation of Laos to host 9th ASEM Summit in Vientiane by the end of 2012.

On the occasion, the two leaders witnessed the signing of a number of cooperative agreements between the two countries in justice and healthcare and a programme of joint actions in the sphere of tourism for 2012-2014.

President Choummaly Sayasone expressed thanks to Russian President Dmitry Medvedev as well as the government of Russia for their warm welcome offered to him and his delegation. He also invited Russian President Dmitry Medvedev to pay a working visit to Laos.

President Choummaly Sayasone has also a working session with a number of Russian leaders including Prime Minister Vladimir Putin, Federation Council of Russia Chairwoman Valentina Matviyenko.

Russian President Dmitry Medvedev and his Lao counterpart Chummaly Sayasone signed a declaration on strategic partnership between the two countries in Moscow on Oct. 13.

The declaration, which was approved following talks between the two leaders, says Russia and Laos support international efforts for the early resumption of six-party talks on the nuclear programme of the Democratic People’s Republic of Korea , as well as political and peaceful solutions to the nuclear issue on the Korean peninsula.

Both sides held that the establishment of a nuclear-free area in Southeast Asia will significantly contribute to regional security and enhance regulations on the non-proliferation of weapons of mass destruction.

On the occasion, the two leaders witnessed the signing of a number of cooperative agreements between the two countries in justice and healthcare and a programme of joint actions in the sphere of tourism for 2012-2014./.
